摘要: Smart cities have rapidly developed in the context of the integration of new digital technologies such as big data, Internet of Things, artificial intelligence, blockchains, and virtual reality. These cities have conducted practical innovations and typical cases in many sectors, such as in government, transportation, environmental protection, energy, medical care, and logistics, and have produced many social, economic, and ecological benefits. However, there are still some problems that continue to hinder the construction of smart cities. This paper examines such problems in depth and proposes some relevant countermeasures and suggestions.

—A case study in Changzhou City, China

摘要: As an environmental friendly measure for surface runoff reduction, low impact development (LID) has been applied successfully in urban areas. However, due to high price of land and additional expense for LID construction in highly urbanized areas, the developers of real estate would not like to proceed LID exploitation. Floor area ratio (FAR) refers to “the ratio of a building’s total floor area to the size of the piece of land upon which it is built.” Increasing FAR indicates that the developers can construct higher buildings and earn more money. By means of awarding FAR, the developers may be willing to practice LID construction. In this study, a new residential district is selected as a case study to analyze the trade-off between the runoff reduction goal achieving by LID practices and the incentive of awarding FAR to promote LID construction. The System for Urban Stormwater Treatment and Analysis IntegratioN (SUSTAIN) model is applied to simulate the runoff reduction under various LID designs and then derive the Pareto-optimal solutions to achieve urban runoff reduction goals based on cost efficiency. The results indicates that the maximum surface runoff reduction is 20.5%. Under the extremity scenarios, the government has options to award FAR of 0.028, 0.038 and 0.047 and the net benefits developers gain are 0 CNY, one million CNY and two million CNY, respectively. The results provide a LID construction guideline related to awarding FAR, which supports incentive policy making for promoting LID practices in the highly urbanized areas.

摘要:

中国共产党第十七次全国代表大会强调我国要大力推进信息化与工业化融合,中国共产党第十八次全国代表大会报告在论述“四化”同步发展时,首先提出要“推动信息化和工业化深度融合”,国务院印发的《中国制造2025》明确提出打造具有国际竞争力的制造业。本文正是基于“两化”融合的视角,以实现国际一流制造业水平为发展目标,分析信息服务业在制造业和价值链上各环节的支撑情况,通过案例分析和企业调研等考察提出在融合发展过程中面临的信息基础设施薄弱、企业创新意识落后等诸多问题及挑战,据此提出面向制造业发展的信息服务业的发展策略。

How to make the production of methanol/DME “GREENER”—Integration of wind power withmodern coal chemical industry

摘要: The urgency and necessity of alternative fuels give an impetus to the development of modern coal chemical industry. Coal-based methanol/DME is the key element of this industry. Wind power, whose installed capacity increased at a rate of more than 100% in recent years, has the most developed technologies in renewable energy. However, there still exist many unsolved problems in wind power for on-grid utilization. A new integrated system which combines coal-based methanol/DME production with wind power is proposed in this paper. In this system, wind power is used to electrolyze water to produce H and O. The O is fed to the gasifier as gasification agent. The H is mixed with the CO-rich gas to adjust the H/CO to an appropriate ratio for methanol synthesis. In comparison with conventional coal-based methanol/DME system, the proposed system omits the expensive and energy-consuming ASU and greatly reduces the water gas shift process, which brings both advantages in the utilization of all raw materials and significant mitigation of CO emission. This system will be attractive in the regions of China which have abundant wind and coal resources.

摘要: As part of general construction management, production planning and control is vital for successful project delivery. Numerous approaches supporting production planning and control exist in practice and research. However, the different approaches focus on distinct areas such as workflow stabilization or cost control, and no single system combines all the requirements of a holistic production management system. Varying production management systems can be explained by the unique characteristics of many construction projects. As an approach for the digital twinning in the construction industry, building information modeling (BIM) can help standardize production management through shifting the management system design toward the digital prototype. Previous scientific work has acknowledged this approach, thereby generating numerous concepts for using building information models within construction management approaches. However, BIM is often merely used as a parallel support rather than as an integral part of production management systems. To address this gap and in terms of research methodology, we follow a Design Science Research approach. Thus, we propose a new BIM-based production management system, which is characterized by a theoretical integration model for BIM and existing construction management techniques, and a methodology for applying these concepts in practice.

基于 4S 融合的新一代智能汽车创新发展战略研究

摘要:

基于智能汽车与智能交通、智慧城市、智慧能源融合( 4S 融合)的新一代智能汽车,是可灵活移动的智能网联终端,可充分打通城市的人流、物流、能源流、信息流,战略价值远超传统汽车。本文旨在阐明基于 4S 融合的新一代智能汽车的重要价值,论证产业创新发展的技术路径,构建新型技术体系并完成关键技术分析。研究表明,基于 4S 融合的新一代智能汽车是对智能汽车在价值、功能、技术等方面的全面升级,我国应当选择车路协同的智能汽车技术路径,把握战略机遇、实现创新引领;基于 4S 融合的新一代智能汽车技术体系应促进汽车自动化水平与网联化水平同步进步,全面提升大数据、云计算、信息通信等共性基础技术以及车、路、云等核心关键技术。研究提出了顶层设计、产业融合、技术创新、落地应用等方面的措施建议,以期为我国智能汽车产业长远发展提供理论参考。

关于钢铁企业的结构与钢铁工业的发展模式

摘要:

基于对钢铁工业发展历史的回顾和对中国钢铁企业结构调整的现状分析, 阐述了钢铁制造流程的解析与集成以及技术进步的方向,探讨了不同类型钢材的生产工艺,分析和展望了未来钢厂结构的发展模式以及投资决策问题。指出钢铁工业的时代命题是:市场竞争力和可持续发展;21世纪钢铁生产流程的功能将朝着冶金功能——低能耗、低物耗、高效率地生产新一代钢铁产品,并降低单位产品的投资额; 能源转换功能——形成工业生态链甚至转换出新能源;社会废弃物处理功能——实现环境友好。钢厂将逐渐向都市周边型钢厂或生态工业钢厂的模式发展。

Innovation Ecosystem for Green Smart City Building in China

摘要: Green Smart City (GSC), is one of the new types of cities which integrates eco-concepts and information technologies. As GSC construction is a resource intensive process, it requires a large amount of knowledge, information, talent and capital. Thus, setting up an innovation ecosystem is an astute way to promote the construction of a GSC. This paper, based on the case study by the Insigma Group, tries to explore the rules of innovation ecosystem building for the construction of GSCs in China.

The development of roadside green swales in the Chinese Sponge City Program: Challenges and opportunities

摘要: Roadside green swales have emerged as popular stormwater management infrastructure in urban areas, serving to mitigate stormwater pollution and reduce urban surface water discharge. However, there is a limited understanding of the various types, structures, and functions of swales, as well as the potential challenges they may face in the future. In recent years, China has witnessed a surge in the adoption of roadside green swales, especially as part of the prestigious Sponge City Program (SCP). These green swales play a crucial role in controlling stormwater pollution and conserving urban water resources by effectively removing runoff pollutants, including suspended solids, nitrogen, and phosphorus. This review critically examines recent research findings, identifies key knowledge gaps, and presents future recommendations for designing green swales for effective stormwater management, with a particular emphasis on ongoing major Chinese infrastructure projects. Despite the growing global interest in bioswales and their significance in urban development, China’s current classification of such features lacks a clear definition or specific consideration of bioswales. Furthermore, policymakers have often underestimated the adverse environmental effects of road networks, as reflected in existing laws and planning documents. This review argues that the construction and maintenance of roadside green swales should be primarily based on three critical factors: Well-thought-out road planning, suitable construction conditions, and sustainable long-term funding. The integration of quantitative environmental standards into road planning is essential to effectively address the challenge of pollution from rainfall runoff. To combat pollution associated with roads, a comprehensive assessment of potential pollution loadings should be carried out, guiding the appropriate design and construction of green swales, with a particular focus on addressing the phenomenon of first flush. One of the major challenges faced in sustaining funds for ongoing maintenance after swale construction. To address this issue, the implementation of a green finance platform is proposed. Such a platform would help ensure the availability of funds for continuous maintenance, thus maximizing the long-term effectiveness of green swales in stormwater management. Ultimately, the findings of this review aim to assist municipal governments in enhancing and implementing future urban road designs and SCP developments, incorporating effective green swale strategies.

China’s Sponge City construction: A discussion on technical approaches

摘要: Since 2014, China has been implementing the Sponge City Construction initiative, which represents an enormous and unprecedented effort by any government in the world for achieving urban sustainability. According to preliminary estimates, the total investment on the Sponge City Plan is roughly 100 to 150 million Yuan (RMB) ($15 to $22.5 million) average per square kilometer or 10 Trillion Yuan (RMB) ($1.5 Trillion) for the 657 cities nationwide. The Sponge City Plan (SCP) calls for the use of natural processes such as soil and vegetation as part of the urban runoff control strategy, which is similar to that of low impact development (LID) and green infrastructure (GI) practices being promoted in many parts of the world. The SCP includes as its goals not only effective urban flood control, but also rainwater harvest, water quality improvement and ecological restoration. So far, the SCP implementation has encountered some barriers and challenges due to many factors. The present paper presents a review of those barriers and challenges, offers discussions and recommendations on several technical aspects such as control goals and objectives; planning/design and construction of LID/GI practices; performance evaluation. Several key recommendations are proposed on Sponge City implementation strategy, Site-specific regulatory framework and technical guidance, Product innovation and certification, LID/GI Project financing, LID/GI professional training and certification, public outreach and education. It is expected that the successful implementation of the SCP not only will bring about a sustainable, eco-friendly urbanization process in China, but also contribute enormously to the LID/GI research and development with the vast amount of relevant data and experiences generated from the Sponge City construction projects.

Substance flow analysis for an urban drainage system of a representative hypothetical city in China

摘要: This paper discusses the use of substance flow analysis (SFA) as a tool to support quantified research on urban drainage systems. Based on the principle of mass balance, a static substance flow model is established to describe and examine the routes and intensities of water, chemical oxygen demand (COD), total nitrogen (TN) and total phosphorus (TP) for a representative hypothetical city (RH city) in China, which is a devised and scaled city using statistical characteristics of urban circumstances at the national level. It is estimated that the annual flux of water, COD, TN and TP through the urban drainage system in 2010 was 55.1 million m , 16037.3 t, 1649.5 t and 209.7 t, respectively. The effluent of wastewater treatment plant (WWTP) was identified as the most important pathway for pollutant emissions, which contributed approximately 60% of COD, 65% of TN and 50% of TP to receiving water. During the wastewater treatment process, 1.0 million m , 7042.5 t, 584.2 t and 161.4 t of the four studied substances had been transmitted into sludge, meanwhile 3813.0 t of COD and 394.0 t of TN were converted and emitted to the atmosphere. Compared with the representative hypothetical city of 2000, urban population and the area of urban built districts had expanded by approximately 90% and 80% respectively during the decade, resulting in a more than threefold increase in the input of substances into the urban drainage system. Thanks to the development of urban drainage systems, the total loads of the city were maintained at a similar level.

总结了城市可持续发展面临着占地多、交通堵、停车难、步行难、能耗高、效率低、治安差、不宜居及交通事故频发、交通投资巨大等十大难题,给出了破解这些难题的基本公式;在各项基本公式的指引下,由诸多复杂的城市模式方案中升华而产生的节约·生态·畅通城市新模式(JD模式)一旦得到推广,十大难题将全面破解,城市宜居指数将提高1倍;可持续发展的城市格局不应该像象棋棋盘一样锁定中心位置,而应该像围棋棋盘一样各个中心的位置可以在发展中形成和变化,这就是城市泛中心论。
